While the Bonded pair are particularly busy - between their everyday work for the Coven and Parliament, and looking for answers to new arrivals' questions - they've placed a mailbox outside the Coven gates for anyone to leave a letter for them. These can be non-urgent queries, updates for Nessie or Mhairi, requests for in-person appointments, etc.
You can also reach them both by watch now! They've gotten their own, and will answer at their earliest availability. However, if your message or request for them is time sensitive, it's always recommended that you seek them out at the Coven itself, especially to reach Miss Nessie. Relaying messages through Parliament can be difficult, but this is also an option, if Mhairi is currently attending a session.
If you wish to interact with Nessie and Mhairi outside of the intro logs, please comment here. You have the option of handwaving the IC interaction to OOCly ask what questions your character might have for them, for us to summarize an answer for, or you can request an IC thread. Simply specify in your comment's subject IC or OOC, comment to the specific NPC you'd like to contact, and we'll respond accordingly. If you're looking to speak to both, please respond to the toplevel below.
Face-to-face IC interactions are granted in special OOC circumstances, such as follow-ups to quests, investigations, or a previous thread. OOC "handwaving" of a face-to-face interaction is still good to go!

the main thing is that tori doesn't want it to seem like he's only close to mhairi in order to use their close relations for his, and the others', gain; he likes her a lot, he loves spending time with her, so he wants to become interested in the things she does, that she's responsible for, and then collect what he needs on the way. so this is the way he's doing it.]
Um, it was just for my school, so I guess something to do with people..? I didn't handle the budget or anything -- that was Isara-senpai's job -- so I'd be totally lost there, but I helped oversee proposals and whatnot by the other units at school.

The Civic Seats are the general seats, and hold the most members of Parliament. They typically speak for the citizens, and bring forth their issues, concerns, appeals... everything that the people have on their mind. There are many there who would see seats dedicated to entertainment, keeping morale, inspiration, and the like, but with the ban on the theatre they don't have much footing to stand on.
We will keep you away from the Financial and Mercantile Seats. [ Amused, teasing. ]

A gentleman by the moniker Wizard Jenkins was putting on a performance of My Fair Monster at one of the most prestigious theatres that we have here in Aefenglom, when he'd... well, experienced a fit, as it were. He set the stage and much of the building itself on fire.

What, and that made them stop it entirely? That's a little unfair to everyone else, isn't it? Accidents happen all the time on stage, a little fire isn't anything new.

[ Parliament was not thrilled with the casualties. The city wasn't, either. She hasn't seen hide nor hair of Jenkins since his punishment, however, so she wonders what's become of him in recent years. ]
But if you wish to do that, I believe you might be able to accomplish something, my boy. [ She'll encourage him. ] Music and performances have been used in tandem with magic since its inception, so it's left an absence in Aefenglom.

Though I'm sure you will be, there's no harm at all in taking the help others offer you. [ A reminder, but she sets aside her tea and reaches for her journal. ] I can get you in touch with Lady Denholm, who is the head of the Civic Seats. She'd be willing to offer you an apprenticeship, if not with her, then with one of the other high-ranking seats who might be interested in pursuing the same. Perhaps if you find like-minded individuals, both in Parliament and amongst your fellow arrivals, you may find some means of swaying the Administrative Seats?

... Mhairi smiles. The corners of her muzzle upturn subtly, and her good eye softens a little with the way it relaxes her face. ]
Of course you do, young Tori. This is why I'm entrusting your care to Lady Denholm. [ She tilts her head. ] Aldusa holds a position that would allow you more access freely, where mine does not. You may not see results right away, but you're a hard worker, hm? I know that much. And hard work pays off.
