There are some books that are on the history of necromancy/other banned magics, detailing countless and authentic horror stories rather like one would find in a book about our medical history. Just more magically inclined. With illustrations of abominations, failed necromancy, and ... discombobulated Witches and Monsters alike. Those are fairly accessible to everyone, since it hopefully dissuades anyone from doing those magics without detailing how they did it.
Some books are kept personally in Nessie's collection, where not just anybody can get access to them. Otherwise, though, a couple of books are kept in an off-limits area along with a very, very old book that is magically protected to ensure no one's just touching it with grubby hands. (Not because it's anything bad, it's written in the Irish Ogham looking runes and is just at least 700 years old; they don't want it to be destroyed by an indelicate touch.)
It is possible to gain access to this area, and thus these books, but by special request typically.
