In the Shopping and Entertainment Districts proper, yes, aside from the areas that are very distinctly run by Witches - that's Coven business, as far as the Parliament and the guard are concerned, regardless of if the people there are actually affiliated with the Coven or not. The rest of the Aristocratic District might call the guards on him if they see him, but the Residential District wouldn't have too much issue with it... On the Eastern side at least, given he looks humanish. The Harbor District doesn't exactly care, and The Haven is free for those who came through the mirrors to use, so - that's free game!

Unless one of his fellow mirror-arrivals calls the guards on him. Then he might get in trouble.

His punishments from the guards would usually start from being asked to take his business elsewhere due to city rules or local complaints, then escalating to fining him in increasing amounts.

A few residents of the Residential Districts might take things into their own hands rather than calling the guards, however, and simply try to discourage/chase him off by throwing rotten food at him.
