As found in this answer, the world recognizes all bonds. However, a bond that isn't official in the Geardagas sense (whether permanent or temporary) is much more threadbare than an officially made bond, and doesn't have all the fixings an official one would - there's no power-boosting, for example, and the empathetic aspect of it is a lot more touch and go; it registers higher emotions, but wouldn't be able to catch all of them the way an official bond would. As well, a non-official bond requires close proximity to be felt. Characters will not be able to sense each other across the city or anything without a temporary Bonding potion or a Bonding ceremony.

He would not be able to form Somatic bonds specifically with anyone within the game setting, however.
