The Mirrorbound Council

On the 3rd of Feoveuer, a decisive trial deposed 3 acting members of Parliament, leaving the seats open. Lady Denholm and Mhairi led the push to allot those seats to Mirrorbound, to give them an opportunity to speak for themselves and cast their votes on issues pertaining to their people.

As the Mirrorbound population can vary, with people arriving and leaving all the time, the solution became obvious: instead of three people in three seats, a Council would be formed of Mirrorbound volunteers, and the seats would be given to the Council, with the intent to allow volunteers to rotate who sits in on which meetings and who speaks for the group based on expertise and strategy.

The Mirrorbound Council is given a central 'office' at Parliament for all to gather in and use to discuss motions and votes, and store any paperwork they may have. It's a medium sized room with a round table, several chairs, a couple of couches, and an enchanted door that will only unlock for Mirrorbound. They can also make a request for a page to bring snacks and drinks during any long internal sessions they may have.

Membership in the Council is open to all Mirrorbound. A public list will be below. To sign up, fill out the form and reply here.

The Council
Heralia il Gardlanda (Reslari)
Towa Herschel (Michi)
Edelgard von Hresvelg (Ax)
Linden Tailor (L) (Lexil)
Ozymandias (Crystal)
Everett Vaughan (Ruby)
Leslie von Hresvelg (Yosie)
Marie Antoinette (Aru)
Myrobalan Shivana (Lark)
Eli Dagwood (Near) (Lauren)
Jin Guangyao (Skai)
Viren (Ale)
Gilgamesh (Amber)
Light Yagami (Lynx)

These are player-led efforts! This means players involved should thread with each other to ICly come up with their ideas, goals, and motions, and when the whole or part of the Council wishes to propose a motion in Parliament, fill out the form below with who will be putting it forward, what they're doing to gather support, what they've done that could hurt the motion's chances, and any specifics about the motion. This is intended to be background/daily-life plot - the mod team will not be putting up posts for Parliament meetings or providing flavor text, only replying to submitted motions with how the vote would have gone.

Form

Characters Involved: The specific council members involved in bringing this idea forward. Each motion should have exactly 3 Mirrorbound names attached to it, as they'll be the ones 'in the seats' when it's proposed. Others can provide background support.
Proposal: What is your group putting to a vote in Parliament?
Help: What has your group done to gather support? Have they schmoozed with other politicians? Promised them votes on motions native members support?
Hindeance: Have any members of your trio done anything to hinder the support gathering? Talked crap about Aefenglom or the other Parliament members in public? Made a spectacle of themselves?

Some motions will not pass - the Mirrorbound have 3 seats out of many, and will need to ICly watch their public images and do the legwork to get native members on their side. Things will not always go the way characters want, but if a motion fails, they can try again another month. Failures will be more common at first, until the Council establishes itself better - politics is a game, after all. Also note that getting things brought to a vote is time-consuming: each character should only be proposing / sitting in for one motion per month, but can provide background support to other groups.

OOC COMMUNICATION

This is more of a question directed to other players signing up for this, but totally would love mod input/thoughts as well, so I'm gonna slap it under this header if that's okay!

What do folks feel is the best way to communicate oocly? One idea that has been brought up is Discord, but not everyone might have access to it. Plurk is also an option but may be a little slower/clunkier relative to Discord given the difference between a site technically for microblogging vs. chat. Another option is obviously this post, but I would suggest maybe having a separate header for that purpose so everyone could track that thread and not miss anything (provided notifs aren't acting up /knocks on some wood).

Also there may be another option I haven't thought of or considered, so feel free to throw that in as well!

That makes sense!

So, that is definitely an option, I would say. It would also have the benefit of other players being able to easily access it, too. Like, for example, if there are specific concerns characters who maybe are not inclined to join the council have, they could put them forth there. It'd give CR opportunities potentially for those that want to, or people could have the option of handwaving approaching (a) member(s)/just generally stuffing in a suggestion box and letting the council take it from there.

My personal two cents would be something along the lines of a Discord group for brainstorming and then ideas can be put to the game as a whole (via separate OOC post, probably monthly or as needed) for discussion/approval? My only concern with using this page for Everything is that brainstorming on DW tends to take up a lot of space and not be super linear, and as stated above this is supposed to be a long term post. Obviously not married to this, that's just my opinyan.

As another thought, maybe we could have a discord invite on this page if we do decide to go with a discord group - that way new members of the council can join more easily.

Based upon mod response above, I wouldn't advocate for using this post and I think it's safe to say that option is eliminated in favor of having a post to the ooc either monthly or as needed.

Also, I agree and I would think Discord invite would definitely need to be on this page if that is utilized/chosen for ease of new folks joining in.

Agreed. The discord link should be permanent and on this page.

I’m mobile atm so forgive me for being less verbose on the subject.

I think a post on the OOC comm every month is our best bet as a whole without the use of Discord. Discord, even in a group setting, has its pitfalls for who would want to be in a chat constantly (personally, I wouldn’t) and some kind of exclusionary vibes. Chats are very draining and easy to lose things over time, imho.... I’d like something more public and more available to index as a game overall.

I’ll support whatever everyone chooses but I’m personally not for discord chats of this nature.

Seconding this. If we really needed a discord chat we could ask for a channel in the official game discord, but i don't think everyone's even in that. I'm cool with an ooc post for the reasons above.

I think that makes complete sense! It was honestly a concern for me as well since I'm only able to use discord for a limited amount of time in the evening, and I also find them pretty draining at times. My thoughts about the discord were that it would be less a place for chatting and more for planning but I get that it doesn't always work out that way.

Regarding the idea of an OOC post monthly, how would you want that to be structured? I tend to struggle with following long threads in DWRP format (just my own information processing issues) so I am curious about your ideas and how they'd differ from a discord format, if that makes sense.

This may be something that could be tweaked, but I think for the first one at the very least my thought would be to identify the issues that the present council members are interested in and get discussions rolling in that. And then a spot for non-council members to share their concerns/thoughts. This would serve as a jumping off point for people to start coordinating efforts by identifying which members might spearhead certain motions and which would prefer only to lend support and in what ways.

Or not help. There is obviously room for council members to intentionally or unintentionally sabotage things!

idk if there is something I might be missing, but as potential starting point.

That's pretty much where I was thinking! Have the non-council still involved so there isn't any active power in the council oocly. It'll give chances for CR and chars who want nothing to do with politics to still get involved. I guess the steps would be top-levels where concerns can go underneath?

— BUSINESS AND COMMERCE
— BONDS
— RESEARCH
— CHARITY/HUMANITIES

etc, etc?

tumbles back in late - i think this is a really good idea! i have also been thinking about . . . oocly we want all players to have input, and i know giorno at least would want other mb's input as well. maybe if we have those monthly ooc discussion posts, we could consolidate IC input into a summary that we could include in the monthly motion submissions on this post. so for example, say zelda might request a motion to assist with x matter, and we could make sure to note that in the submission. maybe as "motion to [x], suggested by [y] and brought forward by [three council members]". just to keep track of things and make sure folks get credit for their ideas, both icly and oocly.

i don't know if that is too convoluted and might not be workable though, i am always up to streamline things.

I don't find it very convoluted at all! I think that makes a lot of sense and, as you said, makes sure people get credit for their ideas.

Yup, exactly! I think the main thing is we need to be held accountable to help organize this monthly so the Mods don't take on another task. If need be, I can work with y'all on this so we get a format we may like best.

Just hopping in here to say that Discord is easy for me, but can roll with a monthly OOC post as well, and I really like Jem's suggestion for structuring the topics. Committed (but reasonable) toplevels that I can track would make this easier to keep up with and I'm totally down to unburden the mods by helping in any way that's needed!

I'm definitely subscribing to what's being suggested here! Discord is really difficult for me for how fast paced it can be, and there's also the fact I can't be available all the time if a topic gets hot over there. A post on the OOC comm, however, will give me some time to process everything before giving my input, plus it's got an easier way to bookmark/track and save important stuff without having to scroll up (even with the use of pinned messages) or read long discussions in a Discord chat.

Leaving my two cents here to say that I'm in support of a monthly OOC post for the purposes of discussion which is 1) visible to the rest of the playerbase 2) easily accessible to council members 3) located on a game journal for historical purposes. Discord, to me, is not built to support any of these – it is a great medium for quick chats, but not for extensive planning, and it can exclude players who are in different timezones/have different schedules.

That being said, if you need a hand with setting up the skeleton for what a monthly OOC post should look like, let me know! I'm happy to be a second (third, or fourth) pair of eyes on drafts.

I don't really have anything in particular to add that already hasn't been said. I'm fine with OOC posts, Discords (so long as it's permalinked so people can look at them), or whatever else anyone would like. These are all good suggestions.
